100 KB is a tight budget for a scan: a single phone-scanned page often starts at 1-3 MB. The tool starts with the cheap wins, then lowers image resolution in steps while keeping JPEG quality at a level where letters stay clean, and stops at the sharpest setting under 100 KB.
For two or more pages of typed text, switch Colour to Black & white. Scanners use black and white for documents for this reason: a page of text drops to roughly a third of its colour size, so you can keep far more resolution within 100 KB.

How many pages fit in 100 KB?
It depends on how much is on each page. The table below was measured on our densest sample, a full page of small typed text, so a certificate with a few lines and a signature leaves more room. As a rule of thumb, text stays comfortably readable down to about 100 dpi; below that, check small print in the preview before you upload.
Scanning for a 100 KB limit
If you can rescan, scan in grey or black and white at 150-200 dpi rather than colour at 300-600 dpi. Crop away the table or bedsheet around the paper. Each of these makes the starting file smaller, so less has to be thrown away to reach 100 KB.
