At 200 KB a one or two page scan usually keeps its colour and stays sharp, so most certificates go through without any visible change. Set the target here, or pick an exam in Form or portal.
Some portals also have a minimum. NTA's bulletins for NEET UG and JEE Main ask for certificates as PDFs between 50 and 300 KB, so a tiny digital certificate can be rejected for being too small. Put the minimum in At least and the tool adds blank padding inside the file to reach it, without changing what the pages show.

Too small is a problem too
A certificate downloaded as a digital PDF, rather than scanned, is often well under a 50 KB minimum. Re-scanning it bigger makes it worse to read. Instead the tool pads the file: it adds an unused block of spaces that PDF readers skip. The readout says how much was added.
We count the minimum as 1,024 bytes per KB and the maximum as 1,000, so the file passes whichever way the portal counts.
